Greenville’s County Council passed a controversial ordinance at the final council meeting for 2024, including a newly-assembled zoning guide, a sewer subdistrict expansion, and multiple tax breaks for large companies moving into the area.
Amazon is one of the companies heading to Greenville, along with an expansion of auto parts manufacturer Drive Automotive Industries.

Project Blackbird is a
massive investment for Greenville – although still somewhat mysterious – investment in Greenville County. The company, Blackbird Project LLC, doesn’t maintain an internet presence but has promised more than 700 jobs and a nearly $215.6 million investment.
It will take an undeterminable timetable to unpack details and ramifications of the deal, but it is generally construed as having a good impact on Greenville, say officials.
What it is: Greenville’s Unified Development Ordinance is a sprawling, 600-page document designed to serve as a one-stop-shop for development guidance, from zoning to tree canopy. It’s an effort that’s been years in the making, beginning in the summer of 2020. The UDO has garnered mixed reactions from council members and residents alike.
